Is the Reservoir the same as a pouch?

No.

Pouches hold your money for spending or saving, and they show how much you can spend. When you buy something, you swipe that transaction to a pouch, and Roo subtracts it from that pouch.

The Reservoir is different. It holds the money for your paced pouches and lets it out slowly as Daily Cash, so your money lasts between paychecks. You never swipe transactions to the Reservoir. You swipe them to the pouches that receive the Daily Cash, like your Living Pouch.
